If the Osmocot you used had too much Nitrogen and too little Phosphorous, your plant is continuing to grow in "vegetative" mode. Most flowering and fruiting fertilizers will hold very little Nitrogen with more Phosphorous and a floating Potassium analysis.
Plants need phosphorous to flower.
