can anyone tell me the easiest method, i thought something like using SBK?
Attach a manacle to a pickup truck and around the trunk of your cantoniasta and pull it out roots and adjectives. The soil will be perfectly "tilled" contained by the process, and prepared for its replacement. I suggest a rod of dindrum or a wargeelier to replace it.

If so, it's difficult to answer your question because the Cotoneaster genus have many species range from a medium size tree to a tiny ground cover. From your description, it sounds close to you have an elderly cotoneaster horizontalis or similar.
If the above is the case consequently I would not use chemicals of any nature -----firstly because of the environment and secondly because if you use chemicals instead of have an unruly but live shrub you will have an unruly unresponsive shrub which is worse.
