I am a landscaper and designer. There are many rough and ready tools you can use in landscape. This will all depend on what your goal are. The cost of these tools will depend on your geographic location. I will give you some makeshift tools I started out with:

shovels
rake
Mattock
Pruner
scissors
tiller
gloves
good work boots
video measure
stakes and rope
notepad and pen or pencils
camera, if you are designing
truck

Answers:    Most important tool: Flat shovel: smaller amount than $20.
If doing lawn work (installs) Landscaper's rake: smaller number than $70.
Other hand tools: sledge hammer, rake, pointed shovel, hoe, pruning shears, etc.: all for smaller quantity than $25.
