Answers: I had that problem too beside my rose bushes. An old timer down the road told me to take creek sand and spread it and mulch it in around my bushes. It worked. What I numeral is that there be nutrients my bushes were short in the sand. It also help with watering them by loosing up the soil instead of allowing it to compact. I suggest you catch some rose food from a garden shop close to you and try that.
I would do a soil test. There are kit you can do at home. There's some nutrient they're not getting enough of.
