Answers:    Those are grubs. If you are uncovering several beside each shovelful, consequently there is a problem. (A run of the mill lawn will hold a few with no sick effects).

This time of year, you must use a grub control with a contact hired gun. Anything with Dylox...close to Bayer Advanced Grub Control.

In late spring/early summer, when the grubs are feed, you can spread normal grassland grub control products. They are ingested by the grubs...which is why they won't work this time of year...the grubs have to be actively feed for it to work.

Edited to add: I own seen citizens use grub control as a matter as expected, every year, on their lawns. I just want to point out that when you use grub control products on your lawns...they will wipe out ALL beetle larvae...including lighting bugs, which I adore. (What's a thaw out June eveing without blinking fireflies surrounded by my backyard?)
I'm not Mark but it sounds to me like Grub Worms. You can buy stuff to slaughter them without harm your dogs. They feed stale the roots of grass. I have alike problem, so when i see them I just put more stuff down. You can but it at any garden center.
