In the UK it is a summer plant so I suppose it depends on where on earth you live. It certainly like warmer weather beside sunshine.
Do not eat it and I wouldn't bejewel food with it any. The flowers can be put into cotton pouches to make a lovely smelling decorations wonderful for putting into underwear or bed linen drawers.

Safe to eat? Yes indeed. You can append the flowers to both sweet and savoury dishes...
lavender flowers put into a container of sugar and left for a time will produce a wonderful redolent sugar for sweet dishes.
Candied lavender flowers for decoration i.e. edible.

In savoury dishes sprinkle flowers and leaves onto lamb.

But don't use too much, the effect can be strong.
Answers:    You can definitely devour lavender; here in Washington state (U.S. Pacific Northwest), there's a Lavender Festival respectively year in a bit town named Sequim. They clear everything from potpourri to candles to candies to cookies using lavender! It blooms mid-summer (July in the northern hemisphere, so presumably December or January contained by the southern one). I've included a link to the street party web site below. Enjoy :-)
