Killing Weeds!? Surrounding a large portion of my pool nouns are circular decorative...

Surrounding a large portion of my pool nouns are circular decorative rocks. The rocks are laid down over a black cloth-like substance that looks almost like a cloth tarp. Mulch surrounds the nouns by the pool and filter but there is still that black cloth tarp(for scarcity of better words) material underneath. I enjoy a number weeds that grow up from below the black cloth and threw the mulch and rocks. I've pulled them out and even used Round Up but they still come back.

Any design on the best way to snuff out these weeds for biddable or as close to it?
Other than starting adjectives over again (taking out the rock and the tarp), the only entity you can do is pull them or use weed slayer.
Even if you redid the in one piece area, you would own the same problem surrounded by a year or so. Weeds are going to find their way surrounded by no matter what you do but are you feed birds nearby? The birds will increase your weed. Actually that black tarp is meant to save the weeds out but very soon you can see how it really doesn't work for long, eventually you have to a short time ago pull them.

I would suggest you remove the rocks and black matter, if possible, use roundup again, and later plant some thick ground cover instead of the black material/mulch combination.

The groundcover will not simply look better, but it will most likely maintain the weeds out as resourcefully. Moss would be a good choice at hand.

You can see a picture of moss in between rocks here: http://www.betterbackyards.com/blog/beau...
Answers:    When you spray Round-up: Spray the green and growing plant. Don't mow or till for 7 days. Use a 2 percent spray on hard to annihilate plants.
If you spray the dirt to kill the weed it's not going to work. Round-up binds to the soil and deactivates on contact.
Try the round-up again because it's one of the best to kill the roots and everything. Safe too. Just don't acquire it in your eyes.
