Answers:    Cover it up next to old runner, cardboard, anything you can lay your hands on. If you don't this time subsequent year you will have an alootment full of weed and the neighbours will start complaining.

Yes, you can dig presently. Properly double-dig the soil, incorporating loads of well-rotted manure or compost. Removing adjectives weeds as you travel. A rotavator is well worth hiring (ask your neighbours, sometimes allotments hold their own machinery which they share).
Make friends with your neighbours, they will tender you lots of advice. Get a marine butt, so you are not constantly going to the tap within hot weather.

It's hard work and deeply of commitment, but great fun. Good luck!
If the weeds are inert then verbs a bit every day or as commonly as you can so the frost in winter will procure into the earth and this will break it up a bit. Why not try and achieve a few friends (male) round to dig it for you and grant beer for the afternoon. Come spring you will get loads more weed from this years weed flower seeds so you will own to hoe it nearly every day. I presume you are meant to plant potatoes for the first year because this is said to verbs the ground out of weeds.
