Leaves are getting brown too. Zone 11 - I just planted this roughly a month ago and it was blooming vibrantly.
Answers:    I believe it should bloom year round. I would estimate that it didn't draw from enough marine while trying to establish new roots. It will probably come out of it eventually.

This is some info on planting and concern:

Care after Planting
The success or disaster of a new planting regularly depends on whether the plant receives modest moisture during the establishment period (i.e., the first six months). Dry or soggy conditions will raison d`¨ētre leaves to yellow and eventually die. Once established, bird-of-paradise prefers frequent watering from precipitation or irrigation during the warm growing season. During the winter months, plants should be watered simply when the soil is fairly dry.

Mulch placed around the bottom of plants helps conserve moisture, stabilizes root warmth, and reduces weed infestations. Keep a 2- to 3-inch circular nouns around the stems of plants free of mulch. Mulches against the stems of plants may increase the chance of stem rot.
Common life mulch materials include leaves, pine needles, bark, and wood chips. Inorganic materials resembling gravel and crushed stone are also suitable.
