Magnolia is one (Moonglow, scheduled in article below,sounds nice), Camellias are another - if you do not want it to be a full-blown tree. I am afraid flowering evergreen trees are a rarity.
The second link does enjoy some flowering evergreens that are typically classified as shrubs because people cut them low, but they can grow comparatively large.
OH - I own a good one! I bought a Loropetalum and they be "supposed" to be a shrub and listed as 4' soaring - but when it reached 8' a year or so after that I went final to the nursery and the tag very soon calls them a "tree" - so put "Fringe Flower" or Loropetalum on that catalogue - read the tag and look for the "tree" sort. Mine is pretty - it has darkteal and burgundy folliage, little magenta streamer-like flowers on it surrounded by spring (for about a month!) after it grows vigorously. I am surrounded by Zone 7B, so I bet this would work for you as well.
Answers:    All trees drop their leaves evergreen adjectives year round a few at a time, and deciduous that drop all their leaves at once. The deciduous are the easiest surrounded by regards to maintence for this intention.

Magnolia 'Little Gem' is quite snatched and smaller than its very roomy M grandiflora relatives. Large camellias is the site is in shade. Chinese elms are individual leafless for a short time if you want a breakneck large tree (Ulmus). Pin oaks (Quercus) do okay here and hold their brown leaves for most of winter before dropping them. Flowering gums (Eucalyptus). Hardy deciduous tree which have a insignificant flower but dark pink pods that look resembling pink flowers would be Golden Rain tree (Koelroutia). Crepe Mytles. Flowering fruit trees - Crabapples, Pear, Peach, Plum.

I live in dry inland Australia temperature from -5Deg C to 41 Deg C and all the above trees do all right here. It is very strong to find flowering evergreens for hot climates. Most of the best fowering trees live in cold climates - Magnolia soulangeana.
