Answers: Sounds like spittlebugs to me. Don't know if they progress after coneflowers or not, but the symptoms are right.
It's a slime mold. Looks wierd, but is harmless. You can lately spray it off of your plants, or of late wait---it will go away. Don't try to put anything on it.
