Go next door and talk to them going on for it and see what they think. Around here where I live we would hold to contact the power company and ask them to come and look and see if they can trim any of the branches due to it being on their power lines. There should not be a fee for that. After they trim if you still are not in good spirits with the results just ask subsequent door if they mind you trimming the tree on your side.

If the tree is on his side then it is his responsibility to hold on to it trimmed. However, if the branches are destroying your lines then I believe you are allowed to cut away whatever is dangerous your property. Or go tell the guy to verbs it up a little, since it's his property.
