I have a very small courtyard. It consists of concrete slabs as seating area and is surrounded by wood chips- no grass. It is surrounded by a wooden balustrade. I have two little children so I don't want to plant on ground or use containers as I am worried about them knock them over plus I don't want to take away what limited space we hold for them to run around. I was thinking of hanging some pots on the obstruction but not sure about this, how to do it. I am concerned about them falling, especially as it get really windy here.
You can train a fruit tree flat against the fence (called espallier - straightforward to do and can learn how off internet)

Grapes and passionfruit also on the paling

If you can get old spouting, pin it to the fence in strips, swarm with potting mix and plant strawberries... they will all sway down and the kids can pick and eat.

if you have kids you need to brand name sure what you plant is not poisonous.. and need to coach them not to eat anything anyhow.. but as far as them "knocking stuff over" this is something they requirement to be taught.. it is not okay for them to run wild at your home.. because they will run feral else where.. you have to enjoy some potentially "dangerous" things that they need to learn to becareful around so it doesnt come as a shock to them if you report them to be careful when out elsewhere.
Answers:    I wouldn't recommend hanging pots of any variety in a high coil area...and pots are out of the question.

How just about planting very close up against the fence next to a trellis? There are all sorts of possibilities gardening vertically! Evergreen, deciduous, different color foliage, blooms, sun and shade. Some can be very jammy to take care of as economically.

Small sampling:

Boston Ivy
English Ivy
Clematis
Sweet Pea
Crossvine
Jasmine
Climbing Roses
Morning Glories
Moonflowers
Honeysuckle
Hanging strawberries or a strawberry container pot. My kids (4,3,&1) LOVE to pick the fresh strawberries. I would go next to an everbearing variety.

Or if you want to go adjectives out you could build/buy a trellis type system and plant a grape vine. It will give you shade and something sweet to eat.
