I live in Singapore and it is hot here!Could some1 please report to me what could be wrong with my chilli plant or is it common for plants to go through this stage during 'root shock'?
Yes. Root shock is common when you transplant something. You could security the shock by giving in some fertilizer, watering it plenty (DON'T DROWN IT)! and try putting it surrounded by some shade

Some plants does not resist repotting, such as poppy
plant. Chilli plant will survive if the roots be not
disturbed too much. Just keep it, for while within a partly shaded
place. Leaves may turn wan and drop.
Answers:    If you be careful adequate with the plant while re-potting as to not sprain it too severely then drooping is not extraordinary.

Keep it in a shaded nouns out of direct sunlight.
Do NOT add any fertilizer to it until it have re-established itself and is well on its course to recovery.(this will collectively only explanation more shock)
Keep the soil moist, but do not over water.
Mist the leaves near water.(at lowest possible once a day).

I use old paw pump containers like porthole cleaners or stain removers, etc.. to use as a misting tool, but you can purchase the same entry at a local garden center or DIY store.

You didn't say how generous the plant is, but everything I mentioned so far would apply to seedlings as economically as established plants.
I hope this helped a bit.
Good luck
