Answers:    if your daffodil foliage have gone yellow its is fine to cut the top rotten i just go and get a garden hoe and hoe it off iff daff bulbs are philosophical enough weakly fork it over and just plant the basil on top no problems incorporate some compost too will serve your daff bulbs and basil too

you cant plant them there
the bulbs stay nearby and will come next year
so any lift the bulbs and store them for the winter for subsequent year and then plant your basil
or
plant the basil somewhere else
