Its lost all its leaves and nearby are some new ones coming up but merely as they open they die is it because its greatly cold should I put it somewhere warmer I nurture and spray it as requirered, I keep it indoors
When this is grown indoors, as a bonsai, it is "semi-evergreen", which means that although it's not completely deciduous similar to it would be outside, it may go through a semi-dormancy, when the leaves are not as enthusiastic, and may drop more than usual.

I would not feed it - tolerate it be semi-dormant for a few months. Then feed again.
Chinese Elm (Ulmus parviflora) is not an indoor plant. As it's name suggests it is a local of China and they have some pretty concrete winters there.

It is above all deciduous but can sometime retain a few leaves over winter.

Sorry , but your sound out is a little miss central. So I will try and answer best as I can. Am not being rude but you can grow these as Bonsia in-side or out-side. You own not said how large or small the plant or planter is.

Indoor Small Planter and Plant.

During the winter days you should save the plant moist but not over watered or there will be shock to the root system and the plant will lose its leaves and die put a bet on will occur beside the plant . Just lightly hose the plant over this period every few days. One channel is to place the planter into a sink or bath and run the sea until it covers the top of the planter and surface of the compost; let it soak for awhile later drain away. Feed the plant only surrounded by the spring as the new green growth starts as if you nurture in the winter most will be wash away in the watering. You can also trim and filch any branches that spoil the shape of the plant whilst the sap is slow in its movement around the plant; during the unpaid winter or ealry spring. But once the new growth is going don't be tempt to cut into it as you will findit will take longer to trademark or desease could enter the wounds.

Outside Plants and Planter.
If the plant and the planter is larger then you will necessitate to treat it slightly diferently. The plant should be kept out of heavy frosts and not be dampen logged. Try to make sure that it does'nt (rock) that it is not lose around the remnant of the plant. ie:-does not rock back and forth contained by the wind which will losen the root system. In the spring clutch the plant out of the planter and losen the soil around the roots and trim slightly. also take nearly an inch of soil from around the base of the plant.
