This is a neighbor fence that we are both responsible for. I would take effort of it all myself but the neighbor has 10 years growth of ivy that would requirement to be cut away before anyone could built anything. I don't think I could officially have someone go into their patio and cut down the ivy in their yard. I hold been asking for 6 years, I am a senior and the price would be hard to compensate but it needs to be done. To complicate things the neighbor has moved and their renters junk to give me number or address of my neighbor's new location because they are afraid their tenant would come back on them.
Talk to your city/county housing inspector on this matter and he/she will advise you. Triox will lug care of the ivy.
Stop arguing with the neighbors. They are not going to be of help to you.

Go to your City's Inspection Department and communicate to an inspector. They will tell you what needs to be done.

If it be me, I'd put up a new solid fence on my side. Be SURE to find out your property row and build it inside the line.

Why do you say you are both responsible for it? A blockade is usually on one property or the other.
Go to your local building department, and you can describe the person there. They will gain in contact with him and even fine him for delinquency of his property! It's the only way he will be liable for the damages, plus fined! Best of luck! consider putting a balustrade on your fence line lone. contact your insurance company about the cost. the owner's contact info is public record. check near the county stats.
I would agree that this fence is any on your property or theirs. There may have once been a oral agreement for shared responsibility, but that obviously is no longer the case. Find out whose property this paling sits on, then either replace it or build a investigational one right next to it. Use Spray Doc...Poor in bleach mixed next to water. Kills the ivy cheaply. I had alike problem with ivy...works like a charm. Just label sure You don't do it on a windy day..and You're perceptive enough to know To wear a mask. Peace.
You should go for the greater authority. If you live in a home owner's association, you could ask them to do something about it. If the association tell the landlord to fix and and give a time closing date and consequence, it might work, but I don't know of any legal laws and codes going on for that though. I Hope you get it fixed!
