I want to grow tulips and lily's in my patio, but I have sandy dirt first 12in next hard solid dirt. Is in that any other soil I can use to plant flowers? I live in New Mexico if that help any.
Raised bed with soil and compost would be the easiest opening for you. Build a frame out of preasure treated wood, dig up the grass. Lay down weed blocker and permeate with dirt and compost. Plant your plants and top next to a layer of mulch.

We garden on rugged clay soil too. We built garden beds up by covering the nouns with an natural fertiliser such as blood and bone, and powdered cow manure. Then we put layer of newspaper adjectives over the top about 10 sheets glutinous. Then cover the paper beside old straw. We edge the bed with rocks to hold the dissertation down and to stop weeds invading the bed. Then made small pockets contained by the straw and filled them near potting mix. Planted the b ulbs in the potting mix.
As the straw breaks down it turns into soil, and the weekly layer stops weed coming up. eventually, the worms come up and turn the paper and straw into the bottom seam of soil and make the clay more get underway and able to hold roots penetrate.

If you verbs a lot of life material into the sandy soil, approaching compost, grass clippings etc, it will eventually make the sandy soil into better soil for bulbs etc.
Answers:    Clay soil has a huge amount of nutrients ,the basic problem is the drainage ,I would dig the top sand soil into the lower even and also some compost or manure and adjectives should grow well.
