I hold a rose bush loaded near buds but they never plain to blooms. any philosophy?

Have you tried to clip some of them. The stress may be to much for the bush. Prune it a little & that may be the see it needed. Feed it, you can use Miracle-Gro or a Rose Feeding solution. It will help promote the buds to bloom
Best of luck
Excessive cold raining weather may cause balling, opening problems. Excessive fry might also affect those varieties better suited to milder areas.

But my first thought was thrips. This insect get inside of the buds and sucks, actually rasps and sucks the petal liquids preventing bud first night or opening poorly. If you tear unfold the buds and shake them over white paper, the tiny scurrying critters that appear on the thesis are thrips. (BTW, it is one thrips, two thrips, no change between singular and plural) If this indeed the cause, spray only just the buds with Orthene, a systemic pesticide. Just the buds, not the whole plant.

Finally, I'd be looking at sea stress, lack of nutrients for the plants.
Answers:    The roses are probably being farmed by ants and probably the ants are keeping the greenfly on the buds. Get a proprietary spray.

Thrips. your soil may need potash, especially if the plant looks to green
