They have grown taller than the gutter and are falling to the ground. Should I take up the bulbs at the finish off of this summer?
Answers: If you don't want them to keep growing, then yes.. cut them down past Winter and remove the bulbs, otherwise.. they'll just grow back subsequent Spring. Good luck.
Cut-back the big leaves and in the fall verbs up the bulbs, but fill the holes with pebbles or fine gravel otherwise you could hold some little hidden roots, these could sprout next year again.
