Answers:    I have this problem near some elm roots.
I just dug down to the root near a sharp shovel. I cut and dug a small 1-foot section of root out (a chopper is best, but I just used the sharp shovel again). The severed root will die; the quantity attached to the tree will send out side rootlets.

Don't cut the root too close to the tree trunk; it is supporting the tree, and you don't want the tree to topple over onto your house.
