Seriously, I have desperate neighbors too and this is what we do.
First, determine what is annoying and what is downright illegal next to what they are doing (music too loud at odd hours, trespassing, etc). When they do something wicked, talk to them roughly it. Sometimes they are not aware that it's illegal and sometimes they do not know it's a bother to others. If they verbs doing the illegal amusement after you have talk to them about it, hail as the authorities.
Second, if their behavior is just annoying you, agree to them about it so that they are aware it's bothering you. Since it's not unsanctioned, you really can't do anything about it but hopefully they will be neighborly and try to listen to your concerns.
Third, other be kind to them. I know this is really, really thorny to do sometimes but it will net better results within the end. When they see you coming over and you hold been nought but polite, they will not be defensive. It's other better to try and keep the dialogue unfurl because most people would to some extent know in finance if they are bothering someone than have a police officer come over and report them.
I hope this helps you some and GOOD LUCK! We've have our neighbors since July and have have to tell them a) not to use our river hoses, b) not to drive in our area, c) not to park in the entrance of the driveway thus blocking anyone from coming in and d) not to pick our grapes or fruit stale our trees. These seem approaching things that "normal" people wouldn't do and you shouldn't enjoy to mention to someone not to do. There are also other things they do and so we are going to put up and fence and see what happen after that. If things are still bad, I'm sending over my husband and brother to work it out. For the time person, we have to swot to make the best of it but it is moderately irritating!
