Answers:    Before you fertilize have you tested your soil? Some types of Leatherleaf Viburnum will flower on some unmarked growth as well as prehistoric wood. You will trim back to the later opposing branch buds, or farther if you want the shrub to fill within at certain places. Never trim more than one third of live growth of entire shrub. Do you know what cultivar your viburnum is? Most hybrids will bloom again contained by the Fall, so you could prune them even before your later frost. Do you know correct pruning methods? I hope I wasn't condescending in writing as though you did not. What zone are you contained by?
Check to see if the bushes have already formed flower buds. If so, later you've missed the time of trimming, unless you don't mind a loss of blooms. Usually, blooming shrubs should be trimmed in the trickle. You can fertilize now.
