Answers:    Actually - no. No one I have found has be able to get those alluring babies to grow - they will just fall past its sell-by date when they get bigger unless the parent dies, in which shield they become the main plant - one with multiple stems. The process they reproduce is through their seeds, in spite of the "dividing bulb" look cause by the babies. You could - maybe - cut a section into the parent bulb so the tot could get some of the main root plate below - which is probably why rooting them fail when they are physically pulled off - but you would risk destroying the parent in the process or at smallest scaring it.
I would leave them alone, or verbs them off if you do not like the look of them.
