Lilacs will not bloom when they are not getting enough sun. I placed one within filtered shade and it did not do anything until the neighbors cut down a tree and more hurricane lantern reached it - by next it was pretty roomy to move but it now blooms on the tips that go and get more sun. So I bought a new small one and placed it farther out away from the oaks and it blooms purely fine now - trim backbone some of the shade or move it to sunnier quarters. They will also not bloom if they attain too much fertilizer, if they are planted too deeply (you can try pulling some soil fund from the base if the other problems do not see to apply) and they will not bloom the following year if you cut them complex or cut them in in arrears summer or later. One of these is probably the problem.
