Lime (or a shotgun) or they be paid this stuff that I believe is called snake-b-gone cut off the pave the way eventually there won't be any more
The best way is to stamp out the food source. But assuming you want to keep the hummingbirds around, there's chemicals out there similar to this:

As for the black snakes, getting rid of them might be a bleak idea-- black snakes aren't venomous, and although they can get big and a little fear-provoking, they eat snakes that are more dangerous. I don't know where on earth you live, but I live in the Southeast and the black snakes around my house take concern of most of the dangerous snakes on my property-- cottonmouths especially.
