For most plants it takes roughly speaking seven or eight months for it to bud. You have to be patient, it is personality after all.
Answers: All of the ways you described are possible. If you have a dealer, probability are he gets it from large-scale growers. However, more people are outset to grow their own which yields a better quality product. If you want to start your own plant, I suggest buying some big quality weed and using the seeds from that. Most honourable weed has few seeds though.
