How do i capture my neighbour to put a bright barrier up he's a touchy individual?

hey---touchy or not--if his barricade is causing a hazzardly condition,,,,and you live within the city,,,,the city can tell him to fix it or,,,build a alien one,,,you did nt mention weather it was wood or tie up link,,,or weather he have a dog or other animal that might git out,,,i d check with the city,,,it might be an eye sore,,,and they would form him fix it

Tell him that you would pay partially the price. This way your neighbour is getting the best concordat because they're not buying it all themselves but it's also honest for you because obv you get the balustrade although you payed a little extra than you would of required to.

Other than that i really don't know what would be able to inform your neighbour to get a unusual fence.

Good Luck.
Answers:    Unless the house deeds have a 'covenant' ie. justifiably enforceable positive obligation to erect and keep going a fence your neighbour doesn't hold to put a fence up at adjectives. It is doubtful if there is one but you could check but even if nearby was, as you say-so he is 'touchy' you would have to be prepared to bring legal commotion to enforce the covenant.
As a starting point. The only condition is for your neighbour to stop his pets, kids, etc from trespassing onto your land, he isn't in somebody`s debt to have a wall to stop your pets, kids etc. that is your responsibility.
You can erect your own wall on your own property even if he also has or does put a barricade up. You do not have to put the 'best side of the fence' facing him any.
You could consider trying to go 50/50 on a mutually agreeable shared delegation fence but afterwards you might have adjectives problems over repairs.
The only other article to consider is if your neighbour has death-defying things on his unfenced land, such as a pond, poisonous plants beside attractive red berries etc. which would be dangerous if infantile children trespassed into his garden. There is an issue called 'occupiers liability' which make a householder responsible for danger cause to persons on his arrive and this includes a duty of care to anticipate the whereabouts of trespassers esp. young children. If this applies contact your local council for direction.
By the same token, you hold an equally, if not more serious, duty of vigilance to any of your own children or relatives and therefore shouldn't be waiting for your neighbour to wall off any exposure, you really must be doing it yourself.
