a neighbor "keeps" feral cats. he leaves a window on a van opened, and feed them. if that's what he wants to do, fine. but they keep coming into my courtyard to do their business, or they sleep under my car, or they crack my cat from inside the house! i don't wish harm on the cats...i a short time ago want them to go away. i've tried lemon juice...it worked a couple days, and in a minute they laugh at it. my other neighbor tried some citrus powder stuff...it may as well enjoy been catnip! animal welfare won't come for them unless they are contained, but i have no ability of that. even worse is that i'm seeing a small kitten now that i've never seen back, which means they're breeding. HELP!
I would just hire a trapper. They can take the cats to the SPCA for you, if you do not want to hold to manage catching them. There are limits contained by most communities to how many "pets" someone can have, so once your neighbor have exceeded that, the rest can be caught and taken to the SPCA. Before you do that, get to know the other legal residents owned by other inhabitants in the neighborhood or you will get some rude call for taking non-ferals to the pound!
There are feral cat management programs, but spaying and neutering is other part of those programs so your neighbor is not involved with those, even if they grain that they are providing a "humane shelter" - they are allowing them to breed, which is not healthy for them as feral domestics.
There is a spray that you can buy i imagine it was called critter away? or something similar to that. I saw it today while i was at lowes. I don't know if it works, but the label said it would hold on to dogs, cats and raccoons away. Get a dog.
