Answers:    at your county extension center.
You don't say what type of pest is attacking your bitter melon plants. If the culprit is caterpillars you can use Bacillus thuringensis dust available from most garden centers. There are other variety that will kill positive beetles (Milky Spore for slaughter Japanese beetles), but each is specific to the pest. New products, such as BioNeem, made from extracts of the Neem tree are advertise as insecticides and fungicides. It works as an insect growth regulator, and so is better used over the long term. See first connection below.

While lady bugs may be available from a local garden shop contained by the spring, most beneficial insects must be mail-ordered, and so take time to arrive. Consideration of conferral should be made to guard against death of the beneficial insect from individual left surrounded by a hot mailbox all afternoon. Some beneficial nematodes do better when applied up to that time summer temperatures and drought arrive. Nematodes also require a sprayer for dispersal.

Some of the best beneficial insects are Green Lacewings, and Ladybugs, because they drink several types of pests. The last two links are places you can buy beneficial insects. Arbico have a nicely laid out trellis page, but I have not bought from them. I enjoy bought beneficial nematodes from Gardens Alive, and was pleased near the results.
