Spray beside a moss killer(I use "Surrender") and then hire a dethatcher

You may want to also use a coreing electrical device which pulls small
plugs of soil from the lawn. Rake up plugs and despose of. Then spread screen top soil over lawn to permeate plug holes , when finished existing grass should be above any soil remaining on surface, then fertilize
In NZ i would do this surrounded by spring/early summer
Coreing helps to rearrange drainage/allows air into compacted soils

Nope- attain an old-fashioned substantial steel rake, and get to work de-thatching. Once it's over, you can prevent it from reoccuring by taking meticulousness of the lawn.
