i have a hibiscus that be outside. it suffered from 3 frezzes and temps in the 30s. I took it surrounded by because it was still green and have buds. it took a few weeks before it flowered. it is surrounded by a warm room next to temps in the upper 80s adjectives day and surrounded by the 70s at night.
in a minute it stopped flowering and there are no buds. it is still making leaves, but not a singe flower. the closing flower was awile ago

Answers:    Most of the time they don't bloom contained by the winter. I have have other container plants that will bloom one time and then zilch until I put them back outside. We hold two jasmine in the house very soon. We usually put the containers in a south facing fanlight so they can get sun.
Which style would you install 6' Privacy barricade...
