Answers:    It is harrasment, start writing down times and occurences, then when you own a few, go final to the Council. Ask to speak to the person within charge, not some lacky, and tell them you will give somebody a lift legal proceedings against them if they verbs to do nothing, that's what I have to do last year surrounded by a similar situation, and it's much better now.
