I want to build a raised rockery at the border of my garden. There is a hit and miss fence between mine and my neighbours garden. Do i obligation to build a retaining wall just in front of the paling which will be the back of the rockery to prevent any soil or rocks falling against the fence cause it to get damaged or is here another solution?
