Answers: If you are referring to Plumbago auriculata, then you may be capable of grow it like an annual as it's with the sole purpose hardy to USDA Z8. If you have a greenhouse, you can over winter it here but if left outside, it will freeze for you. It isn't the fastest grower but if you have it in a pot or the ground, you will acquire some enjoyment out of it respectively year.
