Answers:    first near is a difference between fertilizer (nitrogen, potash, phosphorus - N-P-K) and soil additives/conditioners (lime, sulfur, peat moss, manure, compost)

most fertilizer works by supplying the primary plant nutrients some include secondary plant nutrients (calcium, sulfur, magnesium)

soil additives/conditioners work by shifting the soil characteristics, or fixing soil problems (add missing secondary plant nutrients, correcting soil ph, shooting up tilth and work ability)
