I have taken some surface hose down out with a cup but not really helping much. Yes, it does own holes at the bottom but can't tip it cos has a 1 inch lip to it plus is incredibly heavy. Thanks
Answers:    Once you own got the river out, (the first two answerers have polite ideas), get some give a hand and lift the pot onto some 'pot-feet' or other incomplete support.
The problem you enjoy experienced is caused by the pot sitting too close to the ground and when the surface is drizzling a seal is formed and the dampen in the pot cannot bring out. Lift the pot a little, (10cm is plenty), and that should cure it.
In writ to get some of the sea out of the soil, you can use an eye dropper or turkey baster to suck some of the water out. Keep the plant surrounded by a dry area. I'm not sure if this could work, but you might want to use a admirer or hair dryer to dry the top soil. If the plant is big, it will probably hold your attention the water surrounded by a day or so. If it is smaller, it might rot. Consider moving the plant into another pot sooner. You said it's heavy, so you can any move it with the assist of someone else, or keep it surrounded by the pot and see what happens.
