The leaves are green like commonplace but, there are red/purple dots adjectives over the leaves. Around the dots are yellow rings. And around the ashen rings is a ring of red/purple.

The tree never did this before.
Plus around the top of the tree it is getting sort of brown already.

Does anyone know what the problem is?

Thanks a bunch!!
Answers:    From your description I would guess the fungus Phyllosticta minima. Phyllosticata usually does not do permanent spoil to the tree an treatments with a fungicide are not essential.

To reduce problems within coming years rake up and remove the leaves in the crash as the fungus overwinters on the fallen foliage
It sounds close to a Virus, but I'd check with your local garden center. It could be removal of a mineral.
