Answers: It can be in a pot or contained by the garden, but remember that most herbs close to dry feet, so if it's contained by a pot it must have appropriate drainage. And it is good to permit it dry out before re-watering. I intuitively use the finger method and see if the soil is damp, not to be watered, if it is dry, river. Also, I water most of my plants on junk day, of late a good process to remember to water them.
