Answers:    Sounds like Black Spot. A very adjectives rose fungal problem.

There are lots of products you can use to keep it in check. General fingicides, rose sprays beside Neem Oil, anything labeled for black spot or powdery mildew. Spray them every 7 - 10 days
starting in late spring.

You can't "fix" the spots that are in attendance, but by spraying, you can keep it from spreading. Also, rake and rmove fallen leaves, as the spores overwinter surrounded by the leaves on the ground. Damp weather is ideal for it - so if it's been raining cats and dogs where you live, it's no wonder you have it.
