Its a potted Christmas Palm Tree about 5ft elevated.
The wind be severe and the tree was blow over and broke the Palm stalk below the frawn.

Answers:    sorry it is limp. palms are like that. they die when the stalk breaks. when within a pot the frawns are in the loop and the wind knock it down. christmas palms arent strong when young, but as elder survive hurricanes. when in a pot hold it held down by something such as lots of stones or a rope
