I bought a plant online and it came in a container bursting with perlite. But its had so much shipping stress i be wondering should i transplant it? I dont think the plant can recover contained by a perlite container.

It will not grow in perlite alone. Simply a atmosphere for shipping.
You can do the hydroponic systems but they tend to be more on the expensive side. Depending on the plant, I would take some of the perlite out and use a mixture of perlite, peat, and potting soil. I would go ahead and try genly transplant it and hold on to it out of sun for about 24 hours. Keep the soil moist and your fingers crossed. Yes you can, it's called hydroponics. You must circulate a nutrient solution through the perlite. You can google "hydroponics" and any buy or build a system to recirculate the nutrient-filled water through your perlite container.
