I have several bulbs that haven't flowered this year and I think if I clip and move them to a different garden spot they may "go". Any other suggestions or warning?
Answers:    Dig them up, brush off the soil and store them in sand or layer of newspaper in a economically ventilated, darkish place (garage or shed) - replant them in slowly Sept / early Oct. Bulbs aren't generally fussy roughly speaking site (a damp spot will rot the bulb though!) and should flower almost anywhere. Lack of flowering could be that the leaves were chopped too untimely last year or they were overcrowded. Good luck :-)
depending on what type of bulbs they are, they may not flower. You should wait tell stumble. General across the US, a good time is late Sept to mid Oct. For the cost, I don`t know you should just buy some new bulbs and plant them where on earth you want them.
