Answers:    Yes - They sell extremely expensive flourescent grow lights. Personally I bought the chear flourescent shop lights from Home Depot and they work just fine.

Get a right potting mix and some seed starting fertilizer close to kelp and they will do great.

Yes, but you may want to replace one bulb for a full spectrum bulb which is a grow light.
