My neighbor has a PVC Fence (White plastic), I would approaching to plant ivy or something to cover up the fence, it is dreadful and VERY WHITE! Any ideas?
No plant will grow PVC, but purely about any vine, shrub, bush, or tree will do a appropriate job hiding. Check your local nursery for recommendation.

Russian Vine, (aka mile a minute), http://www.plantpress.com/plant-encyclop...

You won't see the fence, I promise you that :0)
Answers:    Ivy will; However, check your beside your local garden center to see if there are any law on planting invasive plants. Some municipalities have outlawed the selling of these invasive plants. Another plant specifically nice and can be kept under control is Honeysuckle. Bottom vein you'll have to find a vine that roots. If it's really that revolting go to your local hardware/building supply store, purchase some metal stakes plant them surrounded by about the stage of your fence on respectively end and one or two surrounded by the middle depending on how long your fence is. Then label a bottom middle and top with some some fine metal wiring and wahla you've get yourself a vine fence. I favor Clematis! I can't believe that project costing over $50!
