Bareroot rose relief? I recently bought 3 showing root roses and the buds on...

I recently bought 3 showing root roses and the buds on 2 of them have started to begin and the leafs are coming, but the buds on the 3rd ones have be very reluctant to interested. I have used a 6-6-4 life fertilizer on all of them and kept them okay watered. The 3rd roses was the biggest out of the 3 I received. Is within anything I can do to help the plant and incite the buds to open?
I am brand new to rose growing but enjoy also recently planted uncovered root roses. The one thing I can give is that when choosing a fertilizer for blooming plants, the middle number should be larger than the others to promote blooms. I use a systemic fertilizer, meaning it is carried to the roots by watering and enter the plant that way, cannot rinse off. Protects for bugs too. Good Luck!

I happen to get 2 bareroot Shrub Roses. They be so huge and looked so aged with gooey stems. Planted them and didn't even start sprouting new leafs till almost 3 weeks. I thought they be almost dead. But later tiny branches started appearing from the main stalk of the lower branch.

Give the roses a obedient root drenching all-in-one fertilizer/Insecticide/Pesticide from Bayer(All-in-one) for roses which comes in big Blue bottle.

This really help my roses this year as I have lots of them Tea roses and even Double Decker Tree roses.
I in general use only homemade life sprays like Garlic Spray, soap solution for black spots and other stuff. But this year i have to use some commercial product. Bayer did work for me.

I use it continuously throughout the season re-applying as per the directions. I also give a boost of Miracle Gro within between.
