Answers:    NO they are perennial, not annual, unless the little neighborhood rodents get them.
Then you will hold to replant them every year.
There are several solutions to the neighborhood thief's.
One is plant the bulbs 8"deep overrun in at tiniest 1/2 the earth, afterwards lay chicken wire down and permeate in the rest of the dust over IT.
Dried Blood, is a combination fertilizer and rodent deterrent.
I hear there are exotic ones that you can get at a local garden store also.
But NO, CROCUS ARE NOT ANNUALS, they should be perennials!

Yep. They should come hindmost each year. As long at rabbits or moles don't chomp through them!
