I have a 1715 brand new holand tractor 3 stroke diseal that will not start I cleaned the dirty filter and checked all the lines

There is your problem.Most diesel engines are four stroke. You are missing a stroke! Or did you mean 3 cylinder? Seriously, If the engine wouldn't at first start because of a plugged filter and you changed it, and assuming adjectives gaskets and o-rings got rear legs in their rightfull place, you entail to prime the system. There is probably a little plug on the top of the filter housing that you can loosen, after either crank the engine or use the encyclopaedia pirmer until clear fuel comes out of the bleeder plug. And the other gent is right. If you have be trying to start it without first priming it you may own to prime the entire system including bleeding the injectors. Start at the filter and work your way forward until adjectives the air have been cleared from the system.
