Answers:    Plant when danger of frost is passed. You can find them within some nurseries in the spring.

It's also call more commonly "Silver Lace Vine" (at least around here). Polygonum auberti is the botanical pet name.

Also - whether you can buy it locally will depend on whether it has earn a place on the invasive plants list contained by your area. You can still buy it within Ohio, but there are some surrounding states that are have invasion problems with it.

Almost any nursury. But are you sure you want to. It will embezzle over and grow on everything. YOu can't kill it. It is extremely invasive. I want I had never gotten it.

If you want something similar but not so invasive try Sweet Autumn Clematis. It looks really similar.
