we have a small garden box on the side of our house, approx 3ft. X 12ft. we want to plant cucumbers, radishes, carrot and potatoes. when is the best time to plant them? is it too early contained by the season yet? and how do we keep hold of small animals like rabbits and skunks from feed there, and cats from doing their business within it?

To hold out small animals you should make a wall. You can get chicken telecommunication at your local hardware store in rolls. Tack it to wood or metal posts. Keeping cats out is the hardest entry of all, once the plants are fully developed there isn't much dirt room not here and they don't like the drizzling soil.
